What is going on with this house? Where is the owner and why is the city not doing more to pressure the owner to clean up the building?

After multiple reports last year the owner's husband finally came out for a week to clean the yard and oversee repair and painting of the crumbling brick. Since then the property has again been left overgrown with garbage piled along the gangway, under the front porch and all over the back yard. One young man in the building is a known gang member (Satan Disciples) who is wearing an ankle bracelet and suspected in all the recent gang graffiti along the alleyway and on the building next door (within the boundaries of his ankle monitor). Now a broken window?

It may be time for the neighbors to drive out to the owner's house in the suburbs and let her know what is going on in her building. She doesn't seem to be getting through any other avenues.

Past sanitation issues on this property are simply being closed by the city without action being taken. Information for the most recent violation notice closed without resolution is below. Is the failure to resolve this matter on the part of See-Click-Fix not being a viable means of reporting issues or is the city simply dropping the ball on this matter?

And here is recent material gathered by the Bridgeport Citizens Group about an incident in which one of the tenants was involved.
- Fight at BP station, 31st & Halsted Saturday afternoon. Dragons and SDs got into a fight at the BP on 31st. Police were called. Some kids from 3148 Lituanica (Jason Cates was one; he is on probation; kids have guns; guns/drugs in 3148). One Dragon kid ran into side door at 732 W 31st St (across from CVS parking lot; store front is Renet Realty which owns building). Some of the kids call themselves the "Emerald Boys".
